Access to Historical Records: Major Initiatives (Preliminary) is a discretionary grant opportunity from the National Historical Publications and Records Commission (NHPRC), part of the National Archives and Records Administration. Proposals tend to be more competitive when they address a clearly demonstrated need in the archives and records field and when the approach is replicable and scalable, meaning other organizations could adapt the methods or infrastructure rather than the work being a one-off solution. NHPRC also signals that public engagement matters: applicants are encouraged to involve the public in the project in concrete ways, rather than treating access as only a back-end technical task.
Awards are designed for substantial initiatives. Grant periods can run from one to three years, with NHPRC funding requests ranging from $100,000 to $350,000 per award. The agency anticipated making up to five grants in this category, with up to $1,000,000 available in total. Funded projects were expected to begin no earlier than January 1, 2019. Recipients must acknowledge NHPRC support in publications and products that result from the grant.
Eligibility is limited to established public-serving entities, including nonprofit organizations and institutions, colleges and universities (public or private institutions of higher education), state and local government agencies, and federally acknowledged or state recognized Native American tribes or groups. The funding model requires cost sharing: NHPRC will provide no more than 50 percent of total project costs for this Major Initiatives category, so applicants must cover at least the other half through a mix of cash and allowable contributions. The applicant share can include direct expenses, indirect expenses counted as cost share, in-kind contributions, non-federal third-party contributions, and project-generated income. A key budgeting constraint is that NHPRC funds cannot be used for indirect costs under the cited federal regulation (2 CFR 2600.101), so any indirect costs have to be covered on the applicant side and shown as part of the match.
There are also standard federal administrative requirements. Applicant organizations must be registered in the System for Award Management (SAM) before submitting and must keep that registration active through the application and award process. The application must include a valid DUNS number (noting that this opportunity’s instructions reflect the requirements in effect at the time of posting). Applications are submitted through Grants.gov, and the notice directs applicants to review NHPRC rules under the “Administering an NHPRC Grant” guidance and to check the agency’s “What we do and do not fund” page, because proposals consisting entirely of ineligible activities will be rejected without review. The announcement also notes that applicants should look at the separate Access to Historical Records Archival Projects program, which has different requirements and award sizes, to make sure they are pursuing the right track.
The application process is explicitly two-phased. In Phase One, applicants submit a preliminary proposal package through Grants.gov consisting of the SF-424 (Application for Federal Domestic Assistance), a completed NHPRC budget form, and a project narrative limited to five pages, due January 18, 2018. Those preliminary proposals undergo peer and staff review, and NHPRC then invites a subset of the most promising applicants to Phase Two by April 16, 2018. In Phase Two, invited applicants submit a full proposal under the complete Major Initiatives announcement through Grants.gov, due July 11, 2018.
