Required package elements include a summary cover sheet (with organization and project identifying details and a brief purpose statement), a full narrative proposal (covering an organizational introduction and prior grant experience, a problem statement, clearly defined goals and measurable objectives, activity descriptions, a monitoring and evaluation plan, sustainability approach, key personnel and qualifications, and a project schedule), plus a detailed line-item budget and budget narrative that explains cost calculations and major expenses.

In addition to the narrative materials, applicants are expected to submit standard U.S. government assistance forms, including SF-424 (Application for Federal Assistance), SF-424A (Budget Information for Non-Construction Programs), SF-424B (Assurances), and when applicable SF-LLL (Disclosure of Lobbying Activities). Supporting attachments may include CVs/resumes for key staff, letters of support, partner/community endorsements, and any required permissions relevant to implementation. The notice also requires a copy of the organization’s Code of Conduct aligned with the Interagency Standing Committee (IASC) six core principles, reflecting an emphasis on safeguarding and appropriate behavior standards in humanitarian and protection programming.

To be eligible for award, organizations also need the standard federal registrations. The notice highlights that entities listed on the Excluded Parties List System (EPLS) within SAM are not eligible, and ineligible entities also cannot participate in activities funded by the award. Final decisions may also incorporate a site visit and other information available about the organization, which signals that credibility and operational presence on the ground matter, not just what is written in the proposal.

The notice provides examples of the types of activities the fund may support, illustrating that projects can range from protection and basic services to youth development and livelihoods, as long as there is a strong tie to the local context and the implementing organization’s capacity. Illustrative activities include mental health support for refugee communities; sports or youth programs; playground construction; education support; livelihoods training and income-generating cooperatives for returnees; support for transit centers serving unaccompanied minor refugees and asylum seekers; early childhood education, health, and nutrition; water, sanitation, health, and livelihoods interventions; protection services for vulnerable refugees; shelters or services for women and girls who are survivors of gender-based violence; camp security upgrades; vocational training; small-scale production initiatives such as liquid soap manufacturing; gardening and small business training; urban refugee training and girls’ empowerment; and other locally relevant activities that directly support refugees or returnees.

On award administration, the Department of State emphasizes standard federal grant conditions: the grant award document signed by the Grants Officer is the controlling authorization, and recipients may only begin incurring costs on or after the official start date stated in that document. Payments are expected to be made in at least two installments via bank transfer, structured as advance or reimbursement depending on project needs and implementation arrangements. Grantees must submit both programmatic and financial reports on a schedule specified in the award agreement.
